Legal Advisor

Under the overall supervision of the IPAS Manager, and the Regional
Practice Advisor's direct supervision, the incumbent will work closely with HQ-based
units to provide everyday support and solutions to corporate implementation
initiatives. The incumbent would have to keep a balance between operational
implementation efficiencies and policy/rules requirements, but also contribute
towards long-term solutions by leading the development and improvement of
policies and processes for efficient project implementation.

The incumbent will undertake a number of core functions, including providing legal advice on institutional and
commercial matters, clearing UNOPS documents where such legal clearance is
required, and managing claims and disputes brought against the organization by
contractors and third parties. The incumbent will lead the development of
organizational directives and administrative instructions at the request of the
relevant Practice Lead. He/she will be expected to work independently and drive
several initiatives with limited supervision.

Specific Job Functions:

Advice and Support to Headquarters-based units:

* At the request of the relevant Practice
Lead, lead the development of organizational directives and administrative
instructions;

* Review and draft contracts and
agreements both with vendors and clients;

* Assist in handling disputes and claims
with contractors and third parties;

* Support the implementation of UNOPS
standards and coordinate and review audit responses and follow-up on the
implementation of audit recommendations;

* Provide quality input and advice on project
proposals, and pre-clears submissions of cases for Committee/Board reviews.

Cross-functional integration and process efficiency improvements

* Contribute with quality advice to the
cross-functional initiatives towards more coherent and efficient policies,
processes and systems;

Monitoring & Reporting

* Regularly conducts research and benchmarks
corporate practices;

* Keep abreast of external developments and best
practices and provides recommendations to the Practice Leads.

* Develop and prepare regional corporate reports
to help assess progress in a timely manner, including keeping an overview
of resources and utilization.

* Help maintain a mechanism and manage on a
day-to-day basis the feedback loop with users and other clients on
challenges, gaps and possible areas of improvement

* Provide training to personnel on processes,
rules/policies and systems;

* Actively contributes to global knowledge by
maintaining knowledge systems and sharing information and knowledge across
the regions;

* Maintain client feedback/suggestions, as well
as a log on recurrent challenges and make suggestion for long-term
solutions through policy/process change.

Product/Process-Efficiency Improvement

* Contribute with practical knowledge to the
enhancements of practice policy developments;

* Contribute to product designs and
implementation;

* Recommend solutions and process efficiency
initiatives;

* Contribute to the development and maintenance
of corporate systems and tools.

Education/Experience/Language requirements

* Advanced university degree in law (Juris Doctor or Master’s Degree);

* Minimum 8 years of professional experience in law required;

* Fluency in English and French, both written and verbal, required. Knowledge of another UN language such as Arabic is desirable;

* Strong knowledge of corporate operational processes, in HQs and in Operational Centers, is desirable;

* Broader experience within more than one management practice is desirable;

* Strong communications skills;

* Ability to understand and analyse operational obstacles, and rethink immediate and long-term solutions;

* Analytical, innovative and pro-active;

* Highly solution-oriented;

* Client-oriented.
