Responsibilities:
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The position is located in the United Nations Environmental Programme (UNEP), Division of Technology, Industry and Economics (DTIE) at the Nairobi duty station. UNEP is one of three implementing agencies of the Global Environment Facility (GEF), alongside the World Bank and the UN Development Programme (UNDP). The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and persistent organic pollutants. This post is located in the UNEP/DTIE office, Nairobi Duty Station.

Responsibilities:

Under the direct supervision of Fund Management Officer (FMO) in UNEP/DTIE – GEF Operations, the incumbent will carry out the following duties:

• Project Design and Development: Check figures in Project Identification Form submission; verify documents for overall accuracy, consistency and uniformity in the presentation; verify references to reports and documents; Assist in preparing budgets; Set up third party details for executing agency in Integrated Management Information System (IMIS).
• Project Implementation: Track circulation of new projects internalizations and revisions; Prepare funding documents for budget allotments; Review expenditure reports from executing agencies; Prepare pre-encumbrances and obligations in IMIS. Process cash advances, UNDP authorizations and sub-allotments to Executing Agencies; Initiate processing of cash advances and expenditures through UNON applications portal and follows up with UNON for remittances of funds and liquidation of expenditure Miscellaneous Obligation Documents; Notify payees of status of payments and investigate complaints of non-receipt; Assist with the monitoring of expenditures; Analyse variances between approved budgets, expenditures and prepare adjustments; Assist in the preparation of annual projects revisions and supporting schedules; Coordinate with finance and substantive/technical staff during preparation of revision; Create Special Service Agreements (SSAs), travel requests and travel advances in IMIS, for internally executed projects; Assist in the reconciliation of project accounts against independent audit certificates; Assist in the follow-up on outstanding financial and technical reports.
• Project Evaluation and Closure: Update project database with relevant project information on revision/closure of project; File and Archive documentation; Assist in the provision of financial information required in Project Implementation Review; Mid-term review/evaluation and Terminal Evaluation; Assist in preparation of project completion, closing revision and supporting schedules; Assist in the processing of disposal of non-expendable equipment; Prepare requests for refund; Track receipt of expected income and ensure credit is posted correctly.
• General: Provide general administrative support to staff; Track and follow-up on administrative processes; Maintain and keep up-to-date project files; Archive documentation; Keep logs of archived files and track archived information; Draft or prepare routine correspondence on financial and budget matters.
• Perform any other related duties as assigned.

QUALIFICATIONS
Education:
High school diploma or equivalent. Suplementary training in accounting, finance or related field is required.
Work Experience:
Five (5) years of progresively responsible work experience in budgeting, acounting, finance or project management, preferably with the United Nations, is required. Experience with increasing responsibility in fund management isssues is desirable.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
Other Desirable Skills:
Manages Microsoft office, IMIS system experience is an advantage.
