Environmental Health Manager (Hygiene Promotion and Community Mobilization)

The IRC has deployed a team of senior humanitarian staff to Turkey to explore avenues of support to civilians fleeing the conflict in Syria. Turkey, while once considered an informal ally of the Assad government prior to the start of the conflict in Syria, has increasingly moved toward a more critical position regarding the tactics used by the Assad regime against civilians. Turkey has now become a major Syrian refugee host nation.

There are dozens of informal IDP settlements inside Syria but close to the Turkish border. These settlements are largely populated by civilians fleeing conflict and bombing in their hometowns, but who are now living in open unplanned accommodation and within host communities. In addition to increased cases of chronic illnesses and disease outbreaks, urgent Water, Sanitation and Hygiene Promotion (WASH) needs are being reported.

The IRC’s response includes Environmental Health projects across northern Syria to improve the overall living condition of IDPs in camp and off-camp settlements.

Job Overview/Summary:

The Hygiene Promotion Manager will provide support to the IRC’s response efforts inside Syria. S/he will report to the Environmental Health (EH) Coordinator based in Antakya and will be responsible for managing IRC’s hygiene promotion program in north western Syria and specifically:

Lead the implementation of the hygiene promotion component of the EH program in camps and communities ensuring a holistic approach and a fast paced implementation schedule.Develop and identify new strategies and activities that ensure that hygiene promotion messages are appropriate and well targeted.Supervise all hygiene promotion activities including reporting and other requirements in close collaboration with the EH Coordinator.Train all hygiene promotion staff and volunteers and recruit new staff as required.Collaborate with partner organizations to avoid duplication of efforts and ensure a coordinated response in the area of implementation. Lead or actively participate in the WASH working group.

Major Responsibilities:

Program Quality:

Ensure weekly supervision, whenever security allows and/or develop a mechanism to provide remote support to Syrian based staff on technical hygiene promotion and community mobilization issues.Ensure appropriate design and planning of hygiene promotion and community mobilization activities.Ensure program design reflects recommendations from M&E activities.Lead the establishment and capacity building of WASH Committees to optimise potential for Community Participation in program design and service provision management.Support the hygiene promotion and community mobilization team to identify critical public health risks and develop appropriate Behaviour Change Communication messages, and other hygiene promotion actions to mitigate disease risk.

Staff Management & Development:

Provide technical support and training on technical hygiene promotion and community mobilization methods for HPO, CMOs using a ToT approach for onward delivery to Hygiene Volunteers.Maintain an open relationship with direct reports and other team members promoting strong team spirit, professionalism and collaborative environment within department and with other departments in the organization.Maintain a team structure and capacity which corresponds to the agreed EH strategy, including raising recruitment requests, developing job descriptions.Ensure timely induction and orientation of new staff.

Reporting and Information Management

Maintain gender and age disaggregated data by camp for all EH beneficiaries.Track distributions and maintain a distribution plan for all hygiene kits and hygiene consumables.Provide periodic reports to the EH Coordinator as per the prescribed frequency and format.Maintain effective reporting and feedback mechanism within the Hygiene promotion team.

Monitoring & Evaluation

With support from the M&E Department, lead the development and implementation of assessment/monitoring activities to track program indicators against set targets for all EH Grants.Lead and/or contribute to the evaluation of assessment/monitoring data and prepare evaluation reports on request.Continually monitor the effectiveness of hygiene promotion activities including all communication tools being implemented in the field and modify as required.Liaise with the EH Manager (WatSan) on

Coordination & Representation

Upon request, represent the EH Coordinator at Coordination meetings.

Job Requirements:

University degree in social science, health or public health (MPH preferred)Minimum 3 years of experience in leading/managing hygiene promotion programs with INGOs in complex emergencies.Strong analytical skills and proven capacity in designing and implementing M&E tools.Excellent written and spoken EnglishCompetent user of Microsoft Office Suite of applications, especially Word, Excel and PowerPoint.Knowledge and/or experience in conflict management, protection, or other related field an advantage.Strong facilitation skills.
