HIV Prevention Officer (Kakuma)

Job Purpose/Objective

The International Rescue Committee – Kenya Program with funding from Centers for Disease Control and Prevention (CDC) implements the Partnership on AIDS (POA Project), a HIV & AIDS Prevention, Care and Treatment Project in Turkana County in the North - Rift region of Kenya. IRC wishes to recruit a HIV Prevention Officer to directly ovesee the implementation of Community based Evidence Based Interventions (EBI’s) including interventions targeting Key Populations.

Under the direct supervision of the Program Manager, the HIV Prevention Officer will ensure the successful implementation of Evidence Based Interventions in HIV/AIDS Prevention in Kakuma Refugee Camp at Community settings.

Key Responsibilities

Technical Support – Program Planning, Design & Implementation.

Provide technical and administrative support to field based program staff to ensure the successful implementation of community based HIV prevention interventions.Provide appropriate Behaviour Change Communication (BCC) and Community Mobilization approaches that increase the success rates of EBI implementation.Ensure the efficient and timely delivery of EBI Program supplies to field sitesGenerate and implement project procurement plans, training plans, field staff capacity building plans, and other relevant program implementation plans.Work closely with BCC Assistant to develop culturally appropriate and relevant IEC/BCC materials.Actively participate in the generation of quarterly, semi - annual and annual program performance reports.Create linkages of EBI’s and Key population interventions to biomedical servicesWork closely with other health programs in the spirit of integration for maximum outputPlan, organize and conduct regular supervisory field visits to check the status of implementation of the HIV interventions.

Program Quality Control & Improvement

Ensure the strict adherence to the HIV program core intervention elements, implementation guidelines and principles.Ensure the strict adherence to National HIV Prevention GuidelinesEnsure program data is captured, collected, verified, collated, anlayzed and monthly reports generated.

Supervision & Leadership

Directly supervise EBI and Key Population field based staffIdentify staffing/capacity gaps and recommend to the Program Manager for actionProvide mentorship to field based program staff.Participate planning and commemoration of World Calendar events e.g. World AIDS day

Networking & Coordination

Liaise with other implementing partners in providing holistic services for the target population through referral and linkageParticipate in the HIV stakeholders meeting

Required Qualifications:

Undergraduate Degree or Diploma in the Social Sciences / Community Development / Community Health or other relevant discipline.Training in EBIs, Peer Education and Key Population Implementation / Project Management / Community Mobilization.Training of Trainers (ToT) Course in EBI’s is an added advantageExcellent computer skills especially word processing, power point, and spreadsheets.

Required Experience & Competencies:

A minimum of two years working experience in an NGO setting.Demonstrated experience in, Training, facilitation and Report writingDemonstrate experience in EBI and Key Population program implementation.Willingness to work in a challenging and demanding environment.
