The NextGen Performance and Outreach Office is responsible for the establishment and operation of the Next Generation Air Transportation System (NextGen) Management Board, stakeholder collaboration, NextGen Performance Reporting, and NextGen outreach activities. NextGen is a comprehensive initiative that integrates new and existing technologies, policies and procedures to reduce delays, and save fuel and lower aircraft exhaust emissions to deliver a better air travel experience. NextGen is supported by executive-level processes for ensuring commitment, accountability, and timely delivery of system improvements. This position is within the Stakeholder Collaboration Division.

If you are selected for this position, you will serve as the principal analyst and advisor to management on aviation industry issues, trends and legislative concerns. You will apply program/project management techniques and knowledge of the aviation industry under minimal supervision and you direct work conducted by junior-level employees. You will often work with management to devise and apply strategic planning to stakeholder collaboration projects, taking into consideration FAA policies, government-wide rules and regulations, and industry standards. You will develop innovative approaches to attain organizational objectives and optimize resource utilization and resolve complex problems and issues independently to ensure products and services are delivered timely in accordance with request.

Duties and responsibilities include: 1. Collaborate and advise the NextGen Stakeholder Outreach Division manager; 2. Analyze NextGen programs and industry issues in support of the FAA's NextGen Management Board and NextGen Advisory Committee; 3. Develop strategic and tactical planning for NextGen stakeholder outreach and communications; 4. Advise and support communications and outreach to key aviation industry representatives, congressional, and other governmental stakeholders; 5. Support management in its work with internal and external stakeholders by measuring trends and identifying performance issues through statistical analysis; 6. Collaborate with the Performance Metrics Division in the development of the NextGen performance snapshots and success stories; 7. Collaborate with the Outreach & Reporting Division in the release of the NextGen Implementation Plan; and 8. Understand issues and limitations experienced by the different aviation stakeholders in the implementation of NextGen, i.e., equipage, return on investment, technologies, policies.

To qualify for this position at the payband J, you must demonstrate in your application that you have one year of specialized experience at or equivalent to the FV-I or FG/GS-13. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of this position.

Specialized experience may include but is not limited to: experience independently coordinating assignments of sensitive and complex nature within deadlines and budget limitations; experience measuring trends and identifying performance issues through statistical analysis; and experience developing strategic and tactical plans to support communications and outreach.
