National/International Consultant for Delivery of Trainings on Mainstreaming Migration and Development - Sarajevo

The Migration and Development Project, which is a joint initiative of the Ministry for Human Rights and Refugees of Bosnia and Herzegovina, the Cooperation Office of the Embassy of Switzerland and the United Nations Development Programme, seeks to systematically mobilise and build up potentials of migrants from Bosnia and Herzegovina in relevant domains of transition and socio-economic development, providing for visible effects of their contributions to the country’s progress at all institutional and societal levels. Specifically, the project will pilot mainstreaming of migration for development within the integrated local development strategies of selected local governments in Bosnia and Herzegovina.

Planned activities are designed around three interconnected project components, as follows:

Policies for effective integration of migrants’ contributions to the country’s development are outlined and mainstreamed into local development strategies of at least 10 local governments;Capacities of key actors at relevant governmental levels (mainly partner local governments, BiH Ministry of Human Rights and Refugees and members of the inter-ministerial working group) on effective mainstreaming of migration into development are strengthened; cooperation with migrants and their organisations is being structured in municipal planning schemes;Key elements for the definition of a valuable mainstreaming of migration into development concept are identified, validated and integrated into complementary action plans of different key actors in BiH (governmental institutions, civil society organisations, Associations of Municipalities and Cities, private sector, migrants’ organisations).

The project is an integral part of the UNDP Rural and Regional Development Sector.

The main objective of this consultancy is to improve participants’ understanding and strengthen their capacities for mainstreaming migration and development. The Consultant is expected to design and deliver three 2-day trainings for groups of 20-30 state, entity, cantonal and municipal governments’ practitioners.

The Consultant will develop and deliver three 2-day trainings on mainstreaming migration and development that should improve participants’ understanding and strengthen their capacities for mainstreaming migration and development. The training should be designed in a way that contributes to reaching a common understanding of all the participants on the potentials of mainstreaming migration and development, identification of steps to be taken throughout the process of mainstreaming as recommended in the handbooks and showcasing examples of how such steps had been taken in different countries.

More specifically, the consultant will undertake the following main tasks:

2. Deliver the training on mainstreaming migration and development to institutional representatives

Deliver, in person, three 2-day trainings on mainstreaming migration and development to the representatives of state, entity, cantonal and municipal governments;After each training delivery, an evaluation will be carried out by the Consultant, and presented to UNDP BiH.

The Consultant is responsible for the following deliverables:

Design a two-day training program, with supporting material, based on the Mainstreaming Migration into Development Planning Handbook and Developing a Road Map for Engaging Diasporas in Development Handbook - Training program and material (PowerPoint presentation, practical exercises and training evaluation form) - 6 expert days until 22 May 2014Deliver the trainings on mainstreaming migration and development to institutional representatives
• Three 2-day training events.
• Training evaluation reports for each training event.  June 2014 (4 expert days) and September 2014 (8 expert days).

Education: 

University degree in social sciences.

Experience: 

At least 5 years of extensive experience in capacity development or delivery of technical assistance to public sector beneficiaries, preferably related to mainstreaming migration and development;Proven training skills and ability to moderate complex groups;

Language requirements: 

Fluency in English language is required;Fluency in the official languages in Bosnia and Herzegovina is an asset.

Other: 

Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

The award of the contract will be made to the individual consultant whose offer has been evaluated as the lowest offer (cost-wise) of technically qualified Offeror.
