UN Women - Programme Coordinator for Women Economic Empowerment and EIDHR Project - Tirana

Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women in Albania operates in four core areas, focused on women’s economic empowerment, promoting women in decision making and their active political participation, eliminating violence against women and supporting gender responsive national planning and budgeting. UN Women support to the Government of Albania and civil society seeks to support the adoption and application of global normative standards and in line with EU Doctrine on Gender Equality and Empowerment of Women. Through the adoption of sound policy and its implementation in practice, as such UN Women supports the establishment of practical approaches and models that can be replicated and scaled. The programme on Women’s Economic Empowerment is focused on supporting women’s employability and skills development as well as promoting women businesses, social enterprises and as entrepreneurs, and seeks to target the most marginalized and support a step change in the position of women.Within this framework the Programme Coordinator will coordinate both the UN Women programme on Women’s Economic Empowerment and the UN Women led project focused on Preventing and Addressing Violence against Women and Girls, funded by the European Instrument for Democracy and Human Rights (EIDHR). This project supports national institutions and civil society organizations in the  provision of services for the reintegration of women survivors of violence and trafficking and increasing their opportunity to become self-employed as well as increase awareness and responsibility of media.Under the guidance of UN Women Representative and supervision of the Head of Programme, the incumbent will support the UN Women in the planning, implementation, reporting and evaluation of the Women Economic Empowerment programme and EIDHR Project providing support and coordination in these areas: Design and Implementation of Programme strategiesThorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, Strategic Note and workplans and other documents.Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.Implementation of the CO programmeDesign and formulation of CO programme elements within the area of responsibility, translating UN Women’s priorities into local interventions.Project development, initiation, implementation and all associated elements.Application of conceptual models in support of programme design.Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions. Participation in audit.Preparation of inputs for reporting, including donor reporting.Creation of strategic partnerships and implementation of the resource mobilization strategy Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.Development of partnerships and close coordination with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UN Women, country needs and donors’ priorities.Provision of advisory services to the Government and facilitation of knowledge building and managementIdentification and synthesis of best practices and lessons learned directly linked to programme country policy goals.Sound contributions to knowledge networks and communities of practice.Organization of training for the operations/ projects staff on programme issues.Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.EIDHR specific responsibilitiesManage all aspect of day-to-day operations support of the Project Management including financial, institutional relationship, monitoring and reporting. Maintain productive relationship and open communication with agencies to ensure the timely submission of project reports and that financial contributions are proceeded as agreed in the project documents.Plan and coordinate activities with the implementing agencies for project visibility according to the guidelines of EC.Plan and arrange Project Coordination meetings and serve as Technical Secretary.Supervision of technical team hosted at the Ministry to ensure smooth coordination and implementation of project activities. Any other responsibilities as assigned. Results-Based Programme Development and Management Assess project performance to identify success factors and incorporate best practices into project work.Research linkages across programme activities to identify critical points of integration.Monitor specific stages of projects/programme implementation future retrospective corrective actions.Analyze country situation to identify opportunities for project development.Participate in the formulation of project proposals and ensure substantive rigor in the design and application of proven successful approaches and drafts proposals accordingly.Building Strategic Partnerships Maintains an established network of contacts in area of expertise and remains up-to-date on partnership related issues.Analyzes and selects materials for strengthening strategic alliances with partners and stakeholders.Promoting Organizational Learning and Knowledge Sharing (Basic research and analysis) Generates new ideas and approaches, researches best practices and proposes new, more effective ways of doing things.Documents and analyses innovative strategies and new approaches.Understand and apply fundamental concepts and principles of gender equality and women’s empowerment with focus on economic empowerment.Understand key strategic and legal frameworks as well as global and national developments on gender equality, women’s rights and non-discrimination. Possess basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks. Maintain technical expertise up-to-date through self-directed study and other means of learning.Demonstrates in-depth understanding and knowledge of the current guidelines and project management tools and utilizes these regularly in work assignmentsGlobal Leadership and Advocacy for UN Women’s Goals Identifies and communicates relevant information for advocacy for UN Women’s goals for a variety of audiences.Identifies and takes advantage of opportunities for advocating for UN Women’s mandate Demonstrate corporate knowledge and sound judgment. Acting as a team player and facilitating team work. Creating synergies through self-controlLearning and sharing knowledge and encourage the learning of others. Informed and transparent decision makingStaff supervision and management Master’s Degree or equivalent in economic, political, social sciences or related field.Minimum of 5 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects with focus on women economic empowerment.
