Philippines: Climate Liability Campaigner

This senior campaigner will lead the effective implementation of the Climate Liability (CL) work in the Philippines and will serve as Greenpeace Southeast Asia’s (GPSEA) representative for climate impacts- and liability-related issues in the region.

This is a full time position based in Manila working on climate impacts and liability issues, as well as work in countries within or outside the region as required.

Key Responsibilities

In conjunction with the Programme Manager or Country Director, develop a work plan in line with both short and long-term goals for a climate liability campaign based on regional objectives and taking into account global campaign objectives.

· Lead campaign discussion and planning regarding climate impacts and liability strategic issues and activities planning within GPSEA, other NROs and Greenpeace International (GPI). This will include both written and verbal discussions as well as attendance during specific meetings.

· Take the lead in the implementation of the climate liability strategies and tactics developed to achieve goals and objectives

· Participate in regular progress reviews and evaluations of climate liability campaign projects

· Keep the Programme Manager or Country Director informed of activities in the campaign including preparation of monthly reports & monthly work plans, and recommend changes in tactics or strategies if necessary

· Coordinate information flow within the campaign and other departments

· Organize and oversee the work of campaign volunteers, interns and short-term contractees, if any

Assist the line manager Programme Manager or Country Director in implementing strategies to mobilize various stakeholders in the country and the general public about climate impacts and liability issues and goals

· Maintain a working knowledge of climate impacts and liability issues and be able to present the information to a variety of audiences within and outside the Philippines

· Maintain a working knowledge of political, legislature, regulatory and social frameworks relevant to the climate impacts and liability work

· Engage in critical national, regional and international forum/fora relevant to the campaign

· Build alliances and/or support relationships with relevant affected groups, legal experts, grassroots organization, academic and professional groups, labour, non-government organizations and others in the Philippines and the region identified in the strategic planning on climate impacts and liability

· Prepare fact sheets, briefing papers and other campaign information materials on climate impacts and liability for use within the country and potentially in the region

· Work with Communications Officer in developing media strategies and communications products output plan on climate impacts and liability

· Act as spokesperson on climate impacts and liability within the region

· Develop pro-active relationships with national and regional media to increase campaign outreach

· Represent Greenpeace and the climate impacts and liability work at relevant national, regional and international public events, activist meetings/groups and gatherings of political decision makers, local citizens and climate-impacted communities

Direct, organize and participate in non-violent direct actions to support and advance campaign goalsRespond to and engage in internal as well as pressing external challenges as determined by the campaign team through the line manager beyond his/her normal issue/campaign area as circumstances do requirePerform other job-related duties as requested or assigned by the line manager and/or Campaign Director

Specific work plans will be amended each year.

Essential Qualities and Skills:

Bachelor of Arts or Bachelor of Science degree preferred or an equivalent degree or equivalent experience working on climate impacts and/or liability issuesLeadership, management and communication abilities commensurate with the need to lead & manage cross functional, cross cultural and multi lingual teams through the planning and implementation processes. This is to include demonstrated commitment to consultation processes and team delegation.Excellent language skills-both written and spoken-EnglishDemonstrated ability to be self-directed and to work well under pressure;Good organizational and planning skills, and demonstrated budget management experience;

· Computer literacy, including basic information security techniques;

Understanding of, and commitment to, environmental and peace issues, and commitment to the values and mission of Greenpeace world-wide

· Experience on organizational strategy planning and development

· Excellent networking skills and the ability to communicate with a wide range of organizations and communities

· Knowledge on the environmental and social impacts of climate change

· Ability to be self-directed and to work well under pressure

· Strong negotiation, communications skills, budget management skills
