VACANCIES IN THE MINISTRY OF LAND, HOUSING AND URBAN DEVELOPMENT
CHIEF LAND REGISTRAR – ONE (1) POST V/No.11/2014
Basic Salary Scale: Ksh.152,060 – Ksh.302,980 p.m. (Job Group ‘T’)

For appointment as Chief Land Registrar, a person should:
(i) be a citizen of Kenyan;
(ii) possess a degree from a university recognized in Kenya;
(iii) have been an advocate of the High Court of Kenya of not less than ten (10) years standing;
(iv) have at least ten (10) years experience in land administration or management; and
(v) meet the requirements of Chapter Six of the Constitution of Kenya.
A person shall NOT be qualified for appointment as Chief Land Registrar if he/she:
(i) has been convicted of a felony;
(ii) is an undischarged bankrupt;
(iii) has not met his or her legal obligations in relation to tax;
(iv) has benefited from or facilitated an unlawful and irregular allocation or acquisition of land or other public property; or
(v) has been removed from office for contravening the provisions of the Constitution
Duties and Responsibilities
An officer at this level will be responsible for effective administration of the Land Registration Act, 2012.
Duties and responsibilities include
(i) implementing Land Policies, regulations and guidelines pertaining to Land Registration;
(ii) providing advise on all Land Registration matters;
(iii) handling legal matter pertaining to Land Registration and liaising with the Attorney General over the same;
(iv) overseeing Land Registration functions in County and Central Registry;
(v) overseeing issuance of Titles emanating from Land Adjudication, Settlement and other resources;

(vi) conversion of existing Titles to the Land Registration Act 2012;
(vii) being the senior collector of stamp duty and coordinating management of franking machines from private firms;
(viii) provision of Advisory Services on land registration matters to the other Directorates in the Ministry and other stakeholders;
(ix) preparation of grants, leases and other title documents pertaining to land allocated by the National Land Commission; and
(x) handling appeals emanating from rulings made by registrars upon hearing of removal of cautions.

SENIOR DEPUTY CHIEF LAND REGISTRAR – TWO (2) POSTS V/No.12/2014
Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m. (Job Group ‘S’)

For appointment to this grade, a candidate should:
(i) have served for at least ten (10) years in Land Registration or any other relevant field, three (3) of which should have been at senior management level (Job Group ‘P’) or above in the Civil Service or its equivalent in the Public Service:
(ii) possess a Bachelors degree in Law (LLB) from a university recognized in Kenya;
(iii) possess a Post Graduate Diploma in Law from the Kenya School of Law;
(iv) have been admitted as an Advocate of the High Court of Kenya;
(v) have attended a Management/Leadership Course in a recognized institution;
(vi) have thorough knowledge of the Land Registration Act and other related land statutes and regulations; and
(vii) have demonstrable professional competence and administrative capabilities in work performance.
NOTE: Possession of a Masters degree in a relevant field will be an added advantage.
Duties and Responsibilities
An officer at this level will be the principal assistant to the Chief Land Registrar and will be responsible for effective administration and management of land registration. Specific duties will include:
(i) verifying complex registration documents;
(ii) preparing Legal documents relating to land registration and conveyancing;

(iii) providing legal advice on land matters and handling other related court matters;
(iv) accepting court summonses; and
(v) supervision and guidance of staff in registries and other sections in the Land Registration Division.

DEPUTY CHIEF LAND REGISTRAR – THREE (3) POSTS V/No.13/2014
Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’)

For appointment to this grade, a candidate should:
(i) have served for at least eight (8) years in Land Registration or any other relevant field, three (3) of which should have been at senior management level (Job Group
‘P’) or above in the Civil Service or its equivalent in the Public Service;
(ii) possess a Bachelors degree in Law (LLB) from a university recognized in Kenya;
(iii) possess a Post Graduate Diploma in Law from the Kenya School of Law;
(iv) have been admitted as an Advocate of the High Court of Kenya;
(v) have attended a Management/Leadership Course in a recognized institution;
(vi) have thorough knowledge of the Land Registration Act and other related legislations and regulations; and
(vii) have demonstrable professional competence and capability to effectively manage, direct and coordinate land registration programmes.
NOTE: Possession of a Masters degree in a relevant field will be an added advantage.
Duties and Responsibilities
An officer at this level will be answerable to the Deputy Chief Land Registrar for technical supervision of all officers of lower levels within the registration division. Specific duties include:
(i) co-ordinating Land Registration programmes;
(ii) preparation of conveyancing and transfers;
(iii) processing discharge and land registration documents and;
(iv) advising on land subdivision pertaining to private land.

COUNTY LAND REGISTRAR – FORTY SEVEN (47) POSTS V/No.14/2014
Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m. (Job Group ‘S’)

For appointment to this grade, a candidate should:
(i) have served for at least ten (10) years in Land Registration or any other relevant field, three (3) of which should have been at senior management level (Job Group ‘P’) or above in the Civil Service or its equivalent in the Public Service:
(ii) possess a Bachelors degree in Law (LLB) from a university recognized in Kenya;
(iii) possess a Post Graduate Diploma in Law from the Kenya School of Law;

An officer at this level will be responsible for land registration matters in a county. Specific duties and responsibilities include:
(i) implementing Land policies, regulations and guidelines pertaining to Land Registration in a County;
(ii) provision of advisory services on land registration matters to the other county departments and stakeholders;
(iii) handling legal matters pertaining to land registration and liaising with the Attorney General on the same;
(iv) overseeing Land Registration functions;
(v) handling boundary disputes in the County;
(vi) overseeing issuance of Titles emanating from Land Adjudication, Settlement and other sources;
(vii) conversion of existing Titles to the Land Registration Act, 2012;
(viii) management of franking machines from private firms and ensuring collection of stamp duty and other statutory land registration revenues; and

(ix) maintaining the land registers and any documents required by the Land Registration Act.

DIRECTOR OF SURVEYS – ONE (1) POST V/No.15/2014
Basic Salary Scale: Ksh.152,060 – Ksh.302,980 p.m. (Job Group ‘T’)

For appointment to this grade, a candidate should:
(i) have served for at least ten (10) years in the field of Land Surveying, three (3) of which should have been at senior management level (Job Group ‘Q’) or above in the Civil Service or its equivalent in the Public Service;
(ii) possess a Bachelors degree in any of the following disciplines: Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering, Philosophy in Technology (Survey) or Hydrography or equivalent qualification from a university recognized in Kenya;
(iii) possess a Masters degree in any of the following disciplines: Land Surveying, Land Management, Cartography, Photogrammetry, Photolithography, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering, Geographical Information System (GIS), Urban or Regional Planning, Geodesy, Hydrography, Environmental Science, Information Science or equivalent qualification from a university recognized in Kenya;
(iv) have attended a Management/Leadership Course in a recognized institution;
(v) be a full member of the Institution of Surveyors of Kenya (MISK);
(vi) be proficient in computer applications;
(vii) have demonstrable managerial, administrative and professional competence in work performance; and
(viii) have exhibited a thorough understanding of national goals, policies and objectives and the ability to relate them to the survey function.
Duties and Responsibilities
An officer at this level will be responsible to the Principal Secretary for coordinating and administering the function of the Surveys Department. Specific duties and responsibilities include:

(i) providing effective and efficient geographical information in accordance with the Constitution of Kenya, Sessional Paper No.3 on National Land Policy of 2009, Survey Act Cap 299 and other related statutes;
(ii) providing modern geo-information on land surveying, cartography, photogrammetry, photolithography and hydrography necessary for the establishment of a National Land Information System (NLIMS);
(iii) formulating and reviewing policies on surveying, mapping and national spatial data infrastructure;
(iv) approving astronomical, gravity magnetic, very long baseline interferometry (VLBI), cadastral, adjudication, sub-divisional schemes, photo control, engineering and hydrographic surveys;
(v) authorizing research of new and emerging technologies;
(vi) preparing and publishing plans, maps, charts and national gazette on geographical names;
(vii) providing guidance on standardization and certification of survey equipment;
(viii) monitoring and evaluating survey and mapping activities;
(ix) ensuring territorial integrity of the nation by defining and maintaining physical location of national and international boundaries;
(x) liaising with development partners to secure technical and financial support for development plans and promotion of new and emerging technology in surveying and mapping fields;
(xi) developing and implementing strategies for realization of the Department’s strategic plans and objectives;
(xii) preparing and implementing the Department’s performance appraisal systems and contracts;
(xiii) overseeing the finances and assets management of the Department; and
(xiv) instituting operational accountability, overall management and staff development in the Department.

SENIOR DEPUTY DIRECTOR OF LAND SURVEYS – TWO (2) POSTS V/No.16/2014
Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m. (Job Group ‘S’)

For appointment to this grade, a candidate should:
(i) have served for at least ten (10) years in the field of Land Surveying, three (3) of which should have been at senior management level (Job Group ‘P’) or above in the Civil Service or its equivalent in the Public Service;
(ii) possess a Bachelors degree in any of the following disciplines: Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering or Philosophy in Technology (Survey) or equivalent qualification from a university recognized in Kenya;

Duties and Responsibilities
An officer at this level will be responsible to the Director of Surveys for planning, directing, controlling and coordinating technical and administrative activities in Land Survey. Specific duties and responsibilities include:
(i) reviewing policies on surveying, mapping and human capacity;
(ii) overseeing research of new and emerging technologies;
(iii) maintaining national and international boundary surveys;

(iv) maintaining cadastral, adjudication, sub-divisional schemes, photo control and engineering surveys;
(v) authorizing astronomical, gravity and magnet surveys;
(vi) preparing and publishing plans, maps and charts;
(vii) providing guidance on standardization and certification of survey equipment;
(viii) monitoring and evaluating the survey and mapping activities;
(ix) preparing and submitting technical and administrative reports of the division;
(x) developing and implementing the Department’s strategic/work plans; and
(xi) handling budget, staff deployment and training and development matters in the department.

DEPUTY DIRECTOR OF LAND SURVEYS – TWO (2) POSTS V/No.17/2014
Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’)

For appointment to this grade, a candidate should:
(i) have served for at least eight (8) years in the field of Land Surveying, three (3) of which should have been at senior management level (Job Group ‘P’) or above in the Civil Service or its equivalent in the Public Service;
(ii) possess a Bachelors degree in any of the following disciplines: Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geo-informatics, Geo-spatial Engineering or Philosophy in Technology (Survey) or equivalent qualification from a university recognized in Kenya

(ii) ensuring maintenance of national and international boundaries;
(iii) coordinating research of new and emerging technologies, astronomical, gravity, magnetic, cadastral, adjudication, sub-divisional schemes, photo control, engineering surveys, very long baseline interferometry (VLBI) observations, adjudication and general boundaries surveys; and
(iv) providing standardization data for maintaining, testing, calibrating and certifying survey equipment.
