Partnerships
The Technical and Nuclear Fuel Expert builds and maintains effective partnerships and strategic alliances with all relevant stakeholders and contributors to the LEU Bank project. He/she interacts and consults with, and provides clear technical guidance to managers in all Departments contributing to the LEU Bank project. Stakeholders include IAEA staff from multiple Departments, as well as the Member States' scientific, technical and regulatory representatives.
Functions / Key Results Expected
With guidance and support provided by the Project Manager and in close collaboration with the relevant stakeholders, the Technical and Nuclear Fuel Expert will:
* Serve as a recognized technical expert and the IAEA focal point in the field of UF6 transportation, handling and storage, and the primary advisor to the Project Manager, Project Executive and managers from all Departments on related issues.
* Understand, guide and facilitate the identification and resolution of technical issues, including, but not limited to, handling, decanting, analysis and transportation of UF6, installation of safety and security infrastructure, and establishment of technical working procedures.
* Ensure that technical issues required by or impacting the IAEA LEU Bank are properly analyzed with input from all relevant stakeholders, both internal and external, and recommendations are made for the Project Manager and Project Board.
* Negotiate with the service providers and Member State representatives to ensure that IAEA policies and goals are fully implemented.
* Brief the Project Board and senior management, both for information purposes and with recommendations to support decision-making.
* In coordination with other members of the IAEA LEU Bank project team, develop detailed and effective approaches and work plans for implementation of upgrades and management of nuclear materials.
* Monitor and control technical upgrade work, ensuring coordination with the Project Manager and meeting time, cost and quality targets.
* Participate as a member of the senior management team of the LEU Bank Project to ensure that objectives are achieved, risks are managed appropriately and the IAEA's resources are used effectively.
* Participate in project reviews and other cross-cutting project meetings.
Knowledge, Skills and Abilities
* In-depth knowledge of nuclear fuel materials, equipment, technologies, and associated procedures.
* Recognized expertise in the field of UF6 transportation, handling and storage.
* Enthusiasm and self-discipline: Ability to work effectively under tight deadlines and significant workload.
* Team work: Proven ability to work in a collaborative manner to meet project goals, maintaining effective relationships in multidisciplinary teams and cultivating a culture of information and knowledge sharing.
* Interpersonal skills: Ability to communicate easily and well with both technical and non-technical staff at all levels and also with external counterparts.
* Analytical/problem solving skills: Ability to develop concepts, evaluate data and work towards practical solutions.

* Strong communication skills and ability to write technical documents in a structured manner and to deliver effective oral presentations.
Education, Experience and Language Skills
* Advanced university (or equivalent) degree in nuclear engineering, science and technology.
* Minimum of 10 years of working experience in nuclear or other technical industries, of those 5 years of experience in high-visibility, cross-cutting project activities, preferably in an international context.
* Experience in project management, business process reengineering, change management and promoting best practice.
* Excellent command of spoken and written English. Knowledge of another IAEA official language (Arabic, Chinese, French, Russian, or Spanish) an asset.
Remuneration
The IAEA offers an attractive remuneration package
including a tax-free annual net base salary starting at US $80 887 (subject to mandatory deductions for pension contributions and health insurance), a
variable post adjustment
which currently amounts to US $54 033*, dependency benefits,
diplomatic status,
rental subsidy,
education grant,
relocation and
repatriation expenses; 6 weeks' annual vacation,
home leave,
pension plan and
health insurance.
