Health Data Officer

SUMMARY OF RESPONSIBILITIES:

Under the supervision of the Health Manager, the Heath Data Officer (HDO) shall be responsible for the overall collection, summarizing, compiling and dissemination, storing and timely reporting of all forms of health related data generated from the activities of the health program. He/she will be required to generate weekly, monthly and quarterly reports for program follow up and monitoring purposes. He/she will work closely with the M&E Manager to ensure proper data collection, compilation, analysis, interpretation and presentation at the program site.

SPECIFIC RESPONSIBILITY

Overall responsible for the compilation and interpretation of health dataEnsure that all IRC supported primary health care facilities have the required data collection and reporting tools and that they are being used as requiredRegularly compile, prepare and submit statistical reports of medical care data on diseases treated, number of deliveries performed, ANC cases recorded and use of laboratory tests by patients from all service departments in all IRC supported primary healthcare facilitiesEnsure timely and accurate collection of drug related data and generate regular reports on the same. Ensure that a comprehensive drug management database is maintained at all times and accurately updatedContinuous and frequent close monitoring / supervision of all levels of data collection from entry, filling, compiling, summarizing and giving feedback to the Health Manager and Senior Medical OfficerEnforce timely submission of accurate and complete data from all the collection points and service departments, including monthly planning reports for all departmentsEnsure high quality and integrity of data by conducting monthly review of registers and forms from the health facilitiesAssist the sources of health information, that is, health staff, to utilize data for planning and management purposesIn collaboration with the Health Manager, ensure timely and appropriate feeding of health information into the program planning processProvide data in a timely manner to the Health manager to ensure adequate information sharing with partners. Put in place a feedback system to the various sources of data, health facilities and health workers, in the health program  Provide timely and accurate data to contribute to the preparation of the quarterly and annual reports and the development of the annual work planProtect the security of medical records to ensure that confidentiality is maintained and that data is released to external agencies only through the Health managerConduct regular review of records for completeness, accuracy and compliance with IRC, MoH and WHO regulations. Clarify patient information and data received by consulting with the relevant health staffConduct regular visits to all the IRC supported health facilities to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps

Human Resources Management:

Undertake training and follow-up mentoring to health facility staff to ensure the quality of data collection procedures in all the health facilities.

Key Result Area

Provide technical leadership, manage, and coordinate all HIS related data to ensure that it is in keeping with IRC, WHO and MoH recommended protocols

Required Qualifications:

Health/Medical background with diploma in statistics and data managementComputer literacy with possible advanced Ms word, Ms Excel, Ms PowerPoint and  Ms accessAt least 2 years’ experience in health data managementKnowledge in computer statistical packages(EPI INFO,SPSS and Stata)Ability and proven experience in supervising data entry staffExperience in conducting qualitative and quantitative surveys

Required Experience & Competencies:

Strong communication skills; oral, written and presentation skills.Strong management skills (Managing, motivating and developing staff)Team player.Ready to work in difficult environmental conditionMust be flexible and culturally sensitiveSomali nationals are strongly encouraged to apply.
