Early Warning - Early Action Consultant

Against this background, an international consultant will be recruited to take this process forward, based in the Emergency Division in FAO
Headquarters, Rome, reporting to the TCE Programming Team Leader and working closely with other colleagues in TCE and other divisions at HQ
level. Specifically the consultant will:

1. Develop and strengthen links between internal and external early warning and food security information sources and FAO emergency
programming and manage production of operationally useful prototype early warning - early action products.
And
2. Assist in presenting a 3 year funding strategy for the EWEACS to donors at the end of the consultancy.

To achieve this the consultant will:
Review all current early warning and emergency food security information systems and products which are germane to FAO's emergency
programming.
Review current protocols and systems which trigger and support FAO emergency programming
Convene small internal workshops with key technical and operational staff to strengthen synergies and linkages between information and
action
Produce prototype early warning and early action products and have these reviewed by key staff at HQ and field levels.
Consult with donor focal points within TCE
Develop EWEACS programme proposal(s)
Convene donor meetings and visits

Expected Outputs: Required Completion Date:
1. Links between internal and external early warning sources and TCE preparedness and response November 15 2014
systems and procedures mapped and roles and responsibilities clearly defined

2. EWEACS funding strategy designed and donors approached November 15 2014

REQUIRED COMPETENCIES

Qualifications

Advanced University degree in a relevant discipline such as food security, disaster management, development studies, rural development,
geography, natural resources management
A minimum of 7 years of progressively responsible experience in issues related to emergency food security programming and / or
emergency food security and natural resources analysis (Preference will be given to candidates with experience in both of these fields).
Experience in developing food security. early warning products
Experience in the formulation, development and implementation of emergency and rehabilitation cooperation projects and programmes in
the rural sector
Fluent in English, ability to operate in French or Spanish will be an advantage
