UNOPS is a self-financing entity of the United Nations system with its headquarter in Copenhagen, and regional offices in Panama and Copenhagen, UNOPS presently operates in over 60 countries providing to UN agencies and developing countries complex project implementations of client operations, loan administration and supervision, and advisory services for operations management. Based in Copenhagen, Denmark and with Operations Centres AEMO presently covers 11 Offices in Asia, Middle East and Europe.
a) The QCPR calls upon all UN entities to apply results based management approaches in all operational activities for development.
b) With over 40 UNDAF rollouts in 2014-2015, UNOPS has an opportunity to integrate its strategic engagement within system-wide UN presence at country level. There is impetus and greater appetite for programme countries and the UN Country Teams to opt for Delivering as One approach holistically or partially in order for UN system support at country level to remain relevant, coherent, efficient and effective.
c) A total of 26 UNDAF rollouts are planned in Asia, Europe and Middle East including some of the transition countries, existing Delivering as One countries and those anticipating to opt the latter approach.
d) During the last two years, UNOPS has expanded its partnership base in AEMRO and the trend is likely to continue in wake of natural and/ or manmade crisis, emerging social and economic parameters that call for renewed engagement of UNOPS with sister UN agencies.
e) UNDAF serves as the strategic planning instrument for the UN Country Teams to respond to national priorities based on the comparative advantage of the participating UN organizations. Strategic engagement warrants UNOPS to remain proactive during strategic planning process leading to UNDAF formulation.
In order to ensure UNOPS strategic operational and programmatic engagement in upcoming UNDAFs, UNOPS is recruiting a Regional UNDAF Advisor to provide substantive and technical support and capacity to UNOPS Operational Hubs, Operational and project centres in Asia, Europe and Middle East during the formulation of UNDAF in accordance with UNDG guidance on common programming processes/ UNDG Standard Operating Procedures (SOPs).
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
