Traffic Police Operations Consultant for the Ministry of Interior Kuwait - Kuwait

Expected Duration of Assignment :Kuwait is highly populated State with the majority of the population live in the urban area. Issues and constraints that contribute to traffic and transport sector problems in Kuwait include (1) Increasing demand for transport of people and goods associated with limited infrastructure capacity, and inefficient public transport services, (2) need for better transport-land use planning, (3) need for a reliable information system and monitoring regime, to fully understand causes, create effective countermeasures and assess effectiveness of performance, (4) need for better traffic management, and travel demand system, (5) increasing vehicles, population, congestion, accidents, and lack of safety - conscious road design and black spot procedures, and (5) need for institutional reform and human resources development.
To manage demand, reduce congestion, enhance road safety and improve mobility and accessibility in Kuwait, a long-term and comprehensive National Traffic and Transport Strategy was developed for the period of 2010-2020 (NTTS), under the umbrella of the United Nation Development Programme (UNDP), Supreme Council for Planning and Development (SPCPD), Ministry of Interior Program (MOI). The NTTS has identified major obstacles, characteristics, and the role of each associated agency, and includes various elements such as institutional reform, human resources development, information system, road infrastructure, transport systems, traffic management, ITS, transport-land use planning, enforcement and traffic policing, community awareness, road safety, congestion management, vehicle emissions, and emergency/incident management. To strengthen implementation, the UNDP and Government have commenced implementation of one of the priority projects of the NTTS which is called “National Traffic Management Improvement Project”.The project aims to develop an efficient traffic management, road safety and enforcement system that will assist planning, implementation and management of sustainable transport system in Kuwait. The objective of the assignment is to provide guidance in traffic police operations, including road patrol, overseeing and enforcing road safety compliance on roads and expressways, accident investigation, cause of road accident, commercial vehicle enforcement, awareness, emergency response, observing and reporting damage to the roadways, blackspot identifications, and traffic enforcement.Meetings with the Project Team.Meetings with senior officers of the General Directorates of Traffic.Meetings with relevant partners and target beneficiaries.Desk review of relevant documents: e.g. NTTS, current accident level, accident data form and system, traffic offences, and traffic management issues.Site visit to assess the current road network system, traffic control system, traffic operations, and police enforcement.Participation at the international workshop for training of national cadres of traffic and transport organisations. The Project Technical Director will provide the consultant with the necessary briefings.
 The consultant should demonstrate diverse skills in various areas of traffic policing including, but not necessarily be limited to the following:Ability to solve complex problems using technical knowledge in dealing with methods of general and specialized traffic police, assignment of daily traffic police, handling different situations and optimize the use of resources.High level of technical expertise in traffic police administration and operations, assess performance, and strengthen accountability.Appreciation of role of effective data system, and knowledge of characteristics of traffic problem remedial measures.Wide knowledge in various traffic enforcement issues such as publicity, driver license, vehicle registration, traffic light system, public transport operations, accident investigation, blackspots, traffic camera, road users, modern technology and coordination.Understanding client and community needs, methods of dealing with offenders, emergency service, and providing leadership to improve road safety and reduce cost to the community.Ensures work contributes to achieving organization and national goals.Implementation of an efficient and integrated road safety and enforcement strategy, including, role of relevant agencies, procedures, performance indicators, and meeting objectivesAbility to develops skills of team members, and encourages team environment.Ability to help staff to find a variety of ways to expand knowledge.Strong communication, problem solving, and organizational skills.

Education

Degree in Police Management or Police Medal or equivalent degree from an accredited body with extensive training and successful completion of upgrading examinations.

Experience  

More than 20 years of relevant professional work experience after graduation, including field, administration, and training experience, and upgrading for senior ranks.Awareness of principles of transport planning, roads, urbanization, and information systems.Experience in implementing successful training schemes for senior police officers and promotion of integrated road safety and traffic management programs and achieving outcomes.Leadership in management of road policing department, and appreciation of traffic enforcement and training requirements.
